Welcome to Rich Girard's Manchester Charter Commission Site!The charter is the city's constitution.  It sets the rules and delegates the powers that control city government.  We've got things to fix in this town.  If we get it right, things will get better.  If we don't, they won't.  While I have unique, first hand experience in city government, your ideas and input are desired and valuable!  This site has been designed to share a little about my viewpoints, provide information commission's work and, most importantly, give you the opportunity to email or blog your thoughts and comments.
